Lack of system administrator. His functions are performed by a former webmaster, burdened with a host of other tasks.
20 users who somehow mastered Windows many years ago.

Optimistic option
3 machines under license Windows (accounting and backup), on the same machine also a licensed office (just in case).
The remaining 17 machines under Linux.
Pessimistic option
19 machines under Windows, one under Linux. OpenOffice about half the machines.
Solution options
The best option.
Find an organization that competently and quickly install and configure the system, teach (1-2 introductory classes) users, will provide support remotely and on departure. I did not find such an organization (or person), if anyone knows, tell me, please.
