The introduction of free software in schools in Russia. Results of the tender NP-12

In August of this year, the federal agency for education of the Ministry of Education and Science of the Russian Federation announced a competition for three lots:

And finally, there was information that the winner in the first and third lots was
“IT Co.”.

Tender for the lot number 2 is not held. However, since only IT Co. was admitted to this competition, it will enter into a contract with it. (thanks for the clarification to the RuJet user)

Accordingly, questions immediately arise, what kind of company is IT, what is her experience working with open source software, reputation, etc.?
Well, what is all this in your opinion will end? After all, it is worth recalling that the budget of the program for introducing open source software was significantly curtailed and the opinions of respected people repeatedly appeared that nothing efficient with such an introduction of open source software in schools would work.
