If the creators of the site, especially dynamic, do not want to mess with time zones and user registrations, then the time is indicated simply - so many days / hours / minutes ago. It is very convenient for everyone - you can immediately see how long the news / post has been published, and it is easy to watch the news for the last half day, a day, as many as you like.
