For the ban on registration, all officials refer to two orders No. 254 and No. 931/131 - none of them was published and, by virtue of this (Article 15, part 3 of the Constitution of the Russian Federation), they cannot be applied, but this does not interfere with the state apparatus base your answers by referring to them. Even when you write that they refuse, referring to inactive orders (from the last in the Human Rights Office they said that registration is necessary, because order 254).

During this time I received refusals:
- from chapters. doctor of children's clinic
- from the head of the Health Department of the South-West Administrative District of Moscow
- from the prosecutor of the Gagarinsky district prosecutor's office of the South-Western Administrative District of Moscow
- from the Deputy Head of the Office for the Rights of the Child
