First of all, in the HKLM \ Software \ Microsoft \ Windows NT branch
in the values ​​of the parameters EditionID and ProductName replace the word Ultimate with the word Enterprise .

Then take the w7 Enterprise image, open it with some editor, UltraISO or something else, find the file Sources \ cversion.ini, and put the number of the build in the MinClient line smaller than you have now.
