This is surprising, but in Moscow the highest tariffs for cellular communications in the country. For example, the Internet here is much cheaper than in the regions. But for some reason completely different pricing laws apply to cellular communication.

study by Comnews Research (

The research methodology was developed by the Organization for Economic Cooperation and Development in the EU countries. All tariff plans for three groups: "small basket", "average basket" and "expensive basket". Each basket has its own consumption model: for example, an economical subscriber, according to the model, makes 30 calls and sends 33 SMS, and the “expensive” one - 140 and 55, respectively. According to this model, they estimate the tariffs of each operator.

Here is a list of the cheapest and most expensive regions of Russia by the “small basket”.
However, the situation is already different in the “middle” and “expensive” baskets, but Moscow is not on the list of cheap regions either.
Here is an integral index in which all tariff plans are taken into account. Here Moscow is in the list of the most expensive regions, of course, not in the first place, but very close.
Another obvious result of the study is that Tele2 is the cheapest operator in Russia. This is obvious because intentional dumping is part of Tele2’s marketing strategy, and the company does
not hide this . Unfortunately, the cheap operator works only in 20 regions of the country.
