HP refuses to upgrade to Windows 7 for free

As journalists of the British edition Register have found out, HP refuses to implement at its own expense the process of upgrading their laptops to Windows 7. Register cites as an example the story of one of its readers who, having bought an EliteBook series notebook with Vista Business, decided to contact the SO with a request upgrade it to the new version of the system. In response, he was offered to pay £ 27 for shipping and handling costs. Naturally, the buyer was unhappy with this turn of affairs - when buying a laptop, he saw advertising banners on the site, offering just the same free upgrade, and he believes that this was already included in the final purchase price.

The representative of HP in response to this issued the following: upgrade to Windows 7 is made in accordance with the program Windows 7 Upgrade Option, and Windows 7 Upgrade Kit itself is free, but the manufacturer reserves the right to charge an additional fee for the delivery of the laptop and the implementation of the upgrade. HP has never said that they will be free. Moreover, the vendor’s conscience remains the right to set the size of this surcharge.

PS: I wonder what will happen in Russia with this case? I also had hopes for a free upgrade to Windows 7, and the HP ProBook laptop, and not some Pavilion. If we take as an example the cost in the UK and translate it at the rate of the Central Bank, it will result in 1,500 rubles.

UPD: after talking to HP, we stopped at $ 44, and this will be charged solely for sending a disk with Windows 7 Pro 32-bit. Pay only with a credit card.
