After a recent trip, I was a little annoyed that each of my friends posted photos on their album, and everyone did it on their website. In fact, it would be better to have one album in which everyone could upload their own photos. Google Docs makes it easy to collaborate on documents. Why not implement this idea for photos? Starting today, each album in Picasa Web Albums can be shared - different people can add photos to the same album.
In order to add this feature, you must enter the web albums, click on the "Share" button, add users that you allow access to this album and leave a tick in the item "Allow people I open access to add photos"

You can also control access from the album page, in the list of allowed users, by switching the plus sign next to the name:
')

To access the user will need to go to this album under your login. The photos uploaded by him will be assigned to him, he will be able to rotate them, delete them or add signatures.
There are some limitations, but they are quite insignificant - the users you added will not be able to upload photos from the Picasa program, this is only available via the web interface. And in the web interface there is a limit of 5 simultaneously added photos, but the Picasa Team is working on it :)
