Do you know what the main problem of scientific materials? Most of the scientific materials made now are offline.
This results in the fact that
a) a lot of materials are released that are cut off from life and are commonplace reprints and reviews
b) decent materials do not reach those for whom they are intended
c) some of the low-quality materials fall into a couple of libraries (he saw offers on the forums himself :)) and a person gets a degree
And if the latter can be experienced (without taking into account the decrease in the credibility of education), then the first two should be fought.

As far as I heard and saw from completely different people the problem of access to publications, people are involved. Do you know how this happens? People gather at the Scientific Institution, offer something, then everyone writes a big text on the topic “how good it is, why they didn’t do it before”, then they get a grant and start producing waste paper ...
And the point here is not that people are bad, they can be wonderful scientists, but so far there is no result in just such an activity as IT, their paper works remain on paper until the funding stops. I saw a lot of materials on the subject of systems for electronic libraries, I heard that somewhere they are making a system for the Russian Academy of Sciences on the exchange of publications and even more saw sites with no design and almost zero content. I want to ask, "And where is everyone ?!".
Yes! I tried to correspond with publishers \ sites on the topic of how to somehow establish a connection and do something. So far, the result is zero :) However, I want to say a few good words. Something is starting to be done, for example, elibrary.ru, which, nevertheless, post some materials ...
What conclusions can be drawn: I mean so far two directions. The first - state. libraries that have the resources to access offline sources. This direction is good because government projects like to close public access to materials, not to care about usability, to abandon projects, and so on. And the second - I will say later. a little bit later :)
And yes! Who wants to try themselves in such areas (namely, science + publications + IT in the form of a Web) - write :)
