Small bug: disabling the ability to put the topic pluses \ minuses

Playback Steps:

1) Create a topic. Any.
2) Click "publish".
3) Go back to editing, click "in drafts".
4) We are waiting for 3 (or how many are there, before the possibility of voting is turned off?) Of the day.
5) Press "publish" again.

Result: the topic was posted from the old date, it is impossible to vote for it "already". Consequently, it is possible to post any garbage and it can not be moved to the "otkhabrennye." But the topic does not come out at the top of the page, where it should be, but in the wilds.
