I am very glad that you agreed with Microsoft to work together on the promotion of IE8. But please check your browser version! I have already installed IE8 on my desktop, but I cannot on the laptop - there is no version 8 for Mac OS, and neither is it for Unixes.
That is, for those who have already set themselves IE8, or cannot, due to the reasons mentioned, the link next to the list of sections is simply useless. I think it would be better to use this place for promotional materials that are more useful to them.
