Installing Flash Player on IE

Recently, the flash player in IE has finally stopped working. Until recently, it was the 9th version and for a very long period it was not possible to upgrade to the 10th. When trying to update, a message appears with error 19166. All the recommendations, the data on the official adobe page were tried to no avail.
If anyone had a successful experience solving a similar problem, I will be glad to hear.
