Features of commission accrual in QIWI terminals

Recently, I tried to figure out how payment commission is calculated in QIWI terminals. But the task was overwhelming. Since there is a company blog on Habré, it may be possible to get the right answer.

In the picture there are 3 checks for the payment of MTS communication services. Made within a few days in 3 different terminals of the system in Moscow. What we see:

Here in this article in the comments there are many different opinions, but the picture is still not clear.

The free threshold, in theory, should work the other way around - when a certain amount of commission is exceeded, there is no commission.

Further, it seemed to me that the commission was fixed, but not less than N rubles - at least, this is what is written when paying. But checks disprove it.

In the above article it is mentioned that when paying through the LC there is no commission, however in the comments someone said that this is not the case. In general, the terminal, as far as I remember, does not report on the advantages of using a personal account.

Perhaps, the amount of commission depends on the location of the terminal and the cost of renting the area? 6.98% from me took the terminal in the shop "Alphabet of Taste" near the Kremlin, 0% - an inconspicuous terminal on the side of the garden ring. But somehow this is also strange, because the third terminal in the underground passage after 100 meters from the second already took 5.99%.

Perhaps they do not have the same software everywhere, and different versions can be set up under different commissions, but this is also somehow illogical.

And, although this is from the category of utopia, I would like to wish to reduce the commission, or at least stop its growth. Almost 7% is, in my opinion, very much.

I would appreciate official information.
