Supplement habrtopika questions or vice versa

I propose to expand the publication of questions so that questions can be published before questions, or allowed to add questions to habrtopik.

I realized this need when I first created a discussion (http://www.habrahabr.ru/blog/habrahabr_ideas/8574.html), and then it was required to vote (http://www.habrahabr.ru/blog/habrahabr_ideas/8578 .html).
