CIO - IT specialist or manager?

Quite often I come across the fact that when setting tasks, the directors of IT departments approach the issue from an organizational point of view, without going into technical details.





What do you think, the head of IT, should still be more IT specialist or more manager?



Perhaps, many will disagree with me, they will say that the majority of IT managers grow out of simple, ordinary IT specialists and that there are many intelligent managers, etc. Of course it is. But still, in my opinion, it is the first type that prevails.

I understand that most likely, the manager needs to be able to manage more, and let the performers understand the subtleties, but this is exactly what causes many problems for the performers themselves when solving the set task.
