The composition of the first mandatory multiplex - a set of TV channels and radio channels, which will be distributed in one frequency band after the transition of Russia to digital broadcasting, has been determined.
On June 24, 2009, Russian President Dmitry Medvedev signed Decree No. 715 “On All-Russian Mandatory Public Television and Radio Channels
According to the Decree, the channels included in the list are obligatory for distribution throughout the territory of the Russian Federation and are free for consumers.
The eight channels listed in the application will be distributed in digital format in a single multiplex.
Until the full transition to digital broadcasting, the state will support the distribution of these channels in both analog and digital formats.
Until January 1, 2011, according to this decree, a single children's and youth channel should be created on the basis of the two existing ones - “Bibigon” and “Telenyanya”.
The decree does not directly say anything about satellite and cable TV. It is not clear from him whether cable and satellite TV operators should also relay the data of 8 channels for free and how to solve the problem with the lack of licenses for cable retransmission.
