Germany has quietly and imperceptibly passed a law on barriers to the Internet

Despite the largest civil petition in the history of Germany (more than 130.000 signatories), media reviews (mostly online) and intense criticism of experts, the German parliament (Bundestag) passed the law "On Barriers to the Internet." 389 parliamentarians voted “for”, 128 “against”, 18 abstained, 77 “did not participate”. The essence of the law:


Under the pretext of combating child pornography, Internet service providers in Germany must show the user a “Stop Sign” if the user tries to open a page that has entered the blacklist of the criminal bureau (Bundeskriminallamt). Blacklist should be updated daily and thereby “isolate” crime.

Criticism


  1. The law opens the door to censorship on the Internet; there is no guarantee that the blacklist will not spread to other areas. For example, the barrier to the so-called “Killerspiele” (ego-shooters) is being seriously considered. Thus, Germany potentially becomes on par with such countries as China, Iran, Libya, Cuba and North Korea. The constitutional freedom of information law may in some cases be repealed.
  2. Barrier elementary cost alternative DNS-servers, and is not a way to combat child pornography. Sites do not close, owners do not sit in jail, users of law and medicine are not prosecuted.
