Scam on the website of the Ministry of Communications and Mass Media of the Russian Federation?

Some time ago, I posted on Habré a link to a survey from the website of the Ministry of Communications and Mass Media of the Russian Federation, dedicated to the obstacles to introducing open source software in Russia. Then, about two and a half thousand voters took part in the survey, and the two leading answers (30% and 26%) were “Monopoly of software manufacturers” and “Unwillingness of public authorities to use open source software in their work” Now the leading answer is “Low quality of implemented programs in comparison with closed software” (66%), 7,700 who voted. And what's even strange is that several answers have disappeared, about the low computer literacy of the population, and something else I don’t remember.
Is it a hard flash mob or a setup? And where are these few answers gone?
UPD: Important! Yesterday the user bezgubov left a comment to the poll, that it is not on the main or on the link. And today we see this ...
UPD 2: We’ve got something like the one that won , the number of voters was 4400 people.
UPD 3: The ill-starred survey removed altogether.
