I think that in the form in which the “clouds” became popular (as it is now on Habré), this element of the interface carries the information-decorative function rather than the
navigation one .

by one keyword and an indicator of its relative popularity. - And before we could not search for one keyword? Could.
In my opinion, the "cloud" must be "crossed" with the classic form of search for filters.
Just add a
check mark to the tags and a “Forward!” Button under the “cloud”. In this form, "Cloudform" acquires flexible navigation functions - you can search by one keyword (just by pressing), or by several.

Depending on the planned number of objects and their diversity, different breeds of cloud search forms can be derived by mixing classical interface elements and grouping tags (for example, in color).
Considering the fact that people do not like innovations, they will have to save “classic” images of menus, buttons, etc. And what will it lead to? In addition, on the portals in the near future, the entire page will be a large form of search.
Upd. If there is no exact match in the search results - no problem, the objects should be displayed in the order of the most tag matching.
