What is offered. To create the provider OpenID Vkontakte. Verification of the authenticity of the user and the transfer of open personal information to implement through the application Vkontakte - with the new API it has become possible.
At one time, one team had already tried to implement something similar . Then, on the first version of the API, it should have worked not through the application, but through their website. And on it you need to log in with your login and password from Vkontakte - but not everyone will be able to trust a third-party site. Vkontakte this project is not approved - so it does not work for everyone.
Applications do not need approval, although they may block it. And therein lies the biggest risk in creating a new OpenID provider. Thus, such an authorization can only be an addition to the main one, but not its replacement.
In any case, specifying your ID in Vkontakte and its confirmation through the application when registering on any Internet service greatly simplifies registration - personal data can be obtained from the social sphere instead of entering manually.

Perhaps they are not against sharing a suitable domain, especially considering their negative experience of interacting with Vkontakte, they have no desire to try to do something with their service - in particular, to remake to work through the application.
