The original project plans to be implemented by the government of Moscow together with the Moscow city radio broadcasting network (MGRS). They want to make on the basis of useless radio outlets, which are held in almost every apartment, the so-called "social outlets",

The social outlet will include not only a radio receiver, but also an alert speaker, an alarm information button, and a television and Internet port. Moreover, Internet access at low speed will be provided free of charge, as well as eight television and nine radio channels. For a fee, the access speed can be increased.
Social outlets will be installed free of charge in all new buildings and houses after overhaul, as well as on request. Fiber optics will be connected to each such home, said Oleg Tarasov, MGRS representative. According to the decree of Mayor Luzhkov, until 2015, 1.76 billion rubles will be spent on the project, including 1.52 billion rubles from the Moscow budget.

MGRS plans to lease channels to other operators if they agree to provide basic services free of charge, Tarasov said.
