Electronic diaries: To be or not to be ...

In continuation of the topic touched upon in this habratopik
Recently an interesting document came into my hands: Letter from the Education Committee .
In it, as usual, hiding behind concern for personal data, our native officials are trying to cover up one project from being covered up by the law on the protection of confidential information, and promote another.
Particularly pleased with paragraph 3 which states that it turns out that in accordance with this law, the project and technical must necessarily be coordinated with the Committee on Education and the Committee on Informatization and Communication. Well, in the end, as usual, the “heavenly punishment” is promised, up to “criminal liability” for those who violate the law’s requirements (well, not the letter requirements :)).
Well, there is also a direct indication of a competing product, which all the "right" schools should acquire.
Of course, there are no requirements for design and technical documentation that should be coordinated.

What about this habra-community thinks: it makes sense to complain to the FAS? Or is it worth trying to fulfill the requirements and agree on the design and technical documentation?
