Hosting legalization

I’ll say right away that it’s difficult to provide 100% legal hosting services in the Russian Federation. Immediately swept aside, if not legitimate, the following schemes of work:
- reselling
- location of servers outside the Russian Federation
- acceptance of payments via webmoney / Yandex.Money (here financiers can correct me - but I don’t know the legal ways to withdraw money from WM / Ya.D to the current account of a legal entity) upd. already corrected

For the legal provision of services you will need:

1) Register an LLC, make a seal, open a bank account. Costs: ~ 15000r
2) Obtain a license for telematic communication services - the cost of state duty 300r consideration of the application, + 1000r. when issuing a license form for each subject of the Russian Federation. Costs: ~ 1300r duty + notary fees + costs for a consulting company if you do not prepare documents for a license yourself (from 6000r). Total: ~ 8000r.
3) Buy or rent a server with a CCC certificate or a declaration in the data center of the Russian Federation. The data center should give you technical specifications for the placement of equipment, for connection to the data network and for guaranteed power supply (ideally, otherwise you may have to install your own certified UPS). Costs: depending on the equipment and data center.
4) Obtain permission to operate in Roskomnadzor. At this stage you will have to resolve the issue with the FSB about the need to introduce SORM equipment in your office. Since telematic communication services fall under the appendix “A” 113 of the order, you do not need to do a project to host your server and organize communication channels, you can get by with the communication organization and technical documentation from the server drawn in MS VISIO.
