Corruption, tenders and power

Reading the next post of Medvedev in LiveJournal about corruption came across an interesting link in which, as I understand it, all state orders and tenders are described.
So, I climbed the site and found that, for example, there is an order to write “Creating an interactive web service“ Applying for a review of a judicial act by way of supervision from the site ”YOU-3-I20-09” with a price of 500,000 rubles ( link ).
In the abstract, I would rate this work no higher than 100,000. The first thought that flashed through my head was that the tender would be bought and that would be the end of it.
Then he climbed more, found already completed tenders, and a private entrepreneur won there.
I remembered the article on Habré, where it was described that becoming a private entrepreneur is not so difficult, and Medvedev, who wants to overcome corruption.
And here the idea was born at me: "And let's try!".
Let's register an individual, a company, maybe someone already has one, and try to participate (not necessarily in this tender, in any).
We will try to win and do (what I’ll do I have no doubt about).
And for any unfair situations we will try to solve through the court, plus write a copy to Medvedev’s blog.
Surely there will be lawyers here (I’m sure it will be interesting for beginners), programmers and accountants, etc.
The main goal is to try to openly do the whole thing, without bribes, etc. well and widely cover it.
If we manage to earn something, we will give it back for donations, at least I give my share.)))
