Users found guilty of downloading will receive two warnings: the first by email, and in the case of a retreat within 6 months - the second by registered mail. There will be no third warning, users will be shot on the spot without trial. Although no, they will not shoot, but they will (and for some it is worse than being shot) will turn off the Internet for up to 12 months. And by the way, yes, without trial. In addition, the user will be obliged to continue to pay for the services of the provider and blacklisted for the impossibility of connecting to another provider. If the user agrees to pay a fine, the “term” will be reduced to 1-3 months.
It is intended to create a government agency called HADOPI (la Haute Autorité pour la Diffusion des Œ uvres et la Protection des Droits sur Internet) - the supreme authority for the dissemination of works and protection of copyright on the Internet. This part of the state body will do the dirty work: guard around the corner of users and engage in blackmail providers.

How will catch? The authority will force providers to install filters and give away their logs, live bait in torrents and similar methods. Hardcore lovers of freebies are unlikely to be scary, but innocent users will never know what their caps are about.
And what if you are not guilty?
- You did not protect your WI-FI? These are your problems, you will still be punished (I did not understand in principle - by disconnecting or how).
- Your ip forged? The user will be offered a spyware program that will track your actions on the Internet. Alas, under the linux spies are not expected, so the linuchoids will not be able to prove their innocence, or they will be able to switch to Windows or Mac.
