Russian Ministry of Economic Development on the use of free software

After seeing the topic in Habré about the fact that the web-form of letters to the President is working , he also decided to take advantage of this wonderful opportunity and get official explanations regarding the use of free software. In particular, I was interested in the legality of installing the Linux operating system for the benefit of my small IT business.

February 24 went to the site of the President of the Russian Federation and sent a question (the text, unfortunately, did not save).
On March 26, I received a government letter stating that my appeal had been submitted to the Ministry of Economic Development.

Finally, today, next to a plump envelope with a fresh Ubuntu CD, I found in my mailbox answer from the Ministry of Economic Development.

For those who are too lazy to read from the image, I will quote a few paragraphs of the third page:

For example, from the third version of the GNU GPL license, one of the documents defining the terms of use of free software, it follows that it is applicable to software, on an instance of which, or when interacting with the user , it is indicated that it is used under this license (defined version of the license). In the same text, it is determined that the right is granted to copy, distribute and modify software (that is, the powers referred to in clauses 1, 2 and 9 of part 2 of article 1270 of the Civil Code of the Russian Federation are indicated). It is stipulated that the transfer of rights to use the software under this license is carried out free of charge, with granting the distributor the right to charge only for the transferred copies of the software, or for providing support or guarantees.

From this it follows that the use of free software, subject to the terms of the corresponding version of the GNU GPL license, complies with the requirements of the Russian legislation on copyright and is legitimate.

In connection with the above, according to the Ministry of Economic Development of Russia, the use of free software can not be the basis for the application of sanctions and the creation of obstacles to the implementation of business activities while monitoring compliance with copyright.
