On my website I collect electronic signatures under an open letter to the Central Bank of the Russian Federation. Since I take this document extremely seriously, I want real live people to sign under it. How to easily and technologically confirm your identity on the Internet?

To understand the essence of the question, I briefly summarize its background: I have a discrete hobby - to collect ideas on the image of the ruble sign (do the dollar and the euro have, and why not the ruble?) And somehow promote the need to introduce such a sign. Discrete is a hobby because I deal with it with long breaks. For example, in 1999-2000, I was one of the initiators of the action “Ruble Sign”, which was organized and conducted by the magazine “Money” (where I worked then) and the Club of Graphic Designers “Partfolio”. Then, out of 1000 proposals, we selected several options and sent them to various authorities for consideration. Six years passed, and in 2006 an amendment to the Law on the Central Bank of Russia was adopted, which was delegated the right to finally approve such a sign. I thought it was the final ...
But, as it turned out, fortunately, so far the Central Bank has not exercised this right. “Fortunately,” because there is some sort of lobby for people's representatives, who by all means available to them put pressure on the Central Bank and offer him a choice of several “freaks”. When I learned about such a campaign about two months ago, I could not restrain myself and created a website (www.RURsign.com), where I started collecting signatures by an open letter to the Central Bank with a proposal to put all walkers out the door, call professionals, hear them and only after that make a decision.

In other words, for me personally this question is important. Therefore, when signing a letter, in addition to the standard registration data, I ask you to specify your profile in any public social network or service. However, in this case, it is possible to guarantee the absence of the dead spirit, only at the level of “friends” (“1st circle”) and “friends of friends” (“2nd circle”). How do you think it is possible to simply and technologically confirm your identity via the Internet?
