Internet Restrictions II: Soon in Russia

Following the European counterparts, amendments to restrict the Internet are being prepared in Russia and will be submitted for approval by the end of spring.
Deputy Minister of Communications and Mass Communications of the Russian Federation, Alexander Zharov, explained the position of the state in the fight against illegal users of Internet content.

At the last meeting of our council, a bill was proposed, which amends the 1st and 4th parts of the Civil Code, the Law on Information, Information Technologies and Information Protection and the Law on Mass Media, which protect legal content owners on the Internet and, first in total, television companies and producers of feature films, producers of music from the pirated use of their products. Currently, these amendments to the legislation are under analysis. I predict that by the end of spring we will submit them for approval to the interested ministries and departments, and we will see further.

The principle of the existence of such sites and portals is that they say that they provide the user with a way in which he can access a particular file, that is, this or that content containing audio or video content. Actually, as was the case with the Swedish site “Pirat-Bay” , which was literally ... its owners and administrators were convicted on April 17, their collusion was proved, and it was obvious that they did, absolutely consciously provided access to pirated products. And, obviously, in this case the responsibility of the creators and administrators of such sites is obvious. At the same time, it is impossible to say that the user who uses, consciously uses this product, is outside the legal field . That is, it is outside the legal field and is also responsible. And there is also an example that such people are punished. More recently, the French authorities announced that French President Nicolas Sarkozy approved the approach to the fact that users of Internet services will be disconnected from the Internet. And in the near future a service will be created in France that will track these cases and, accordingly, disconnect people from the Internet. Therefore, he and the other approach is possible and legitimate.
If we talk about our country, then there is a precedent . The court in Rostov-on-Don sentenced, I will not give the name of a person, sentenced him to a year conditionally for using the torrent site to allow people to download business information from one of the network companies.
