Monetization tracker systems - it is possible

image
Why is there still no system for generating income for copyright holders or distributors of content from tracker systems?

Any user of tracker systems is either a consumer, or distributor, or distributor and consumer.

The higher the user's activity in the distribution of content, the less he pays and when he reaches a certain barrier, his costs become zero, and if he crosses the barrier he gets a profit. It is clear that some of the money goes to copyright holders. In turn, a user with low activity will pay more, because many people can pay for content, and if they want to reduce costs a little, they will become slightly more active users until they find the level that suits them.
')
The result will be a large self-regulating system, where there will be layers that do not pay for content, layers that will drive costs to zero, and those who will earn from distribution.

The tracker system is gaining momentum every day and it is useless to deal with them, the way out for both rightholders and users is not to create a carrot and stick from the state, but in such a system.

UPD : It is not necessary to monetize everything, if the content is laid out for free distribution, then downloading and distributing it does not affect the balance of users. If the content is clearly specified as commercial, then the system begins its work.

UPD 2 : Even today, there are rudiments in torrent networks - a rating system (the ratio of hands to downloads), make it more secure and can be repelled from it to build a billing system.

UPD 3 : The people are minus, but no one has proposed their solution, there is not even a normal argument, but stupid minuses.
