Ukraine introduced a new procedure for the importation and operation of mobile

In Ukraine, a new procedure for the importation and operation of mobile phones has come into force.

This was announced at a press conference by the director of the GP of the Ukrainian State Center for Radio Frequencies, Pavel Slobodyanyuk.
Slobodyanyuk reminded that the corresponding resolution of the National Commission for the Regulation of Communications was registered with the Ministry of Justice on March 28.

This document provides for the need to obtain permission from the Ukrainian State Center of Radio Frequencies (UCRF) for the importation of mobile phones, as well as the introduction of the IMEI codes for radio frequency electronic devices operating in Ukraine.

He clarified that a transition period was set before May 30, during which mobile phone distributors have the right to submit a list of IMEI codes to the UCRF. UCRF is obliged to make them free of charge in the register of IMEI codes. Mobile operators until May 30, 2009 have the right to serve the subscribers' telephones, regardless of the presence of IMEI codes in the data registry.

After July 30, mobile operators have the right to connect subscribers' phones only if an IMEI code is registered.

At the same time, by September 30, 2009, mobile operators must provide the UCRF with a list of mobile phone codes that they maintain and do not register. After that, the maintenance of mobile phones by operators can be carried out subject to the availability of a code in the UCRF database.

Slobodyanyuk also stressed that the citizens of Ukraine can independently bring up to 2 mobile phones into Ukraine, which they must register with the UCRT. “This can be done both in writing and in person, by joining the UCRF in Kiev or its regional office. We have branches in all regions, ”Slobodyanyuk added.

He said that this innovation is designed to stop the “gray import” of mobile phones to Ukraine, losses from which, according to UHCR estimates, amount to 1-1.5 billion hryvnia per year only due to non-payment of VAT when importing mobile phones to Ukraine. In addition, this innovation will allow to stop the theft of mobile phones, which, according to estimates of the Ministry of Internal Affairs, in Ukraine are made several hundred thousand a year.

According to him, the licensing conditions for the activities of mobile operators have been amended, according to which they have the right to provide mobile services only to those phones included in the register of IMEI codes. At the same time, they will be prohibited from servicing phones included in the so-called. The “black list” of the Ministry of Internal Affairs is a list of stolen or lost phones, which will be entered into by the bodies of the Ministry of Internal Affairs on the basis of statements by their owners.

As reported, according to the Ukrainian State Center of Radio Frequencies, only 16.5% of mobile phones supplied to the Ukrainian market in 2008 were legally imported into the country.
