The RASPO mission announced “promoting the development, introduction and popularization of free software in Russia, the development of the domestic software industry based on open source code and free licenses, and its entry into the global software development market”. 
It is assumed that members of the RASPO "can be Russian legal entities that are developers or implementers of free software, or developers of software that is compatible with free software."
It will not be easy to get into the RASPO: admission is “possible on the recommendation of at least three full members and is considered approved if at least 90% of the votes are cast for the candidate”.
