Intel has let free Atom

Intel began selling separately a processor without a chipset to load. What does it mean? and the fact that the Nvidia ION platform is still likely to remain on the atom (and will not think about VIA).
That's just unclear, this applies to all processors or only the Z500 ($ 20) and the Z530 ($ 65).
