It is about promoting open / closed standards in software at the national level.
The user must have a choice. When, at the national level, only (!) Microsoft products are promoted through the systems of state institutions and public education, this limits the right of millions of users to choose.

It takes nothing. Political will. Learn from school to use open systems. OpenOffice instead of Microsoft Office. Without fail. Teaching teachers is a must. It is not cheap. But all invested funds will remain in the country and then will work for us.
