IGoogle interface in Russian and English

Today, when I added widgets to the Google personal page, I noticed some thing I decided to share with you. And we are talking about the navigation bar, in the Russian version it is located at the top, like the tabs in the browser, and in the English version it is located on the left, just like in the Google reader

The latter option is used in most Google products (reader, gmail).
but it is worth thinking about what is more convenient if it has a large number of elements, i.e. differentiation is more convenient the English version, if the elements (if we consider them as tabs) are few, then in my opinion it is more convenient to use the Russian version of navigation
only now I wonder why, not in all languages the navigation bar is not in the same place
