ICQ, Yahoo and other foreign resources are not available again.

Today, around 8.00 (MSK), difficulties began to appear with access to some foreign resources. Many have fallen off ICQ, yahoo.com, cisco.com and other major foreign resources are not available. An hour later, information appeared about the accident on the sea route between Finland and Sweden, according to other information, difficulties arose directly in the United States. At work, we received a letter from a higher-level provider confirming problems with access to some foreign Internet resources.

Terms of service restoration are not yet known.

UPD: Personally, I have earned ICQ, with access to the sites so far, difficulties, apparently it's in the cache on the servers of the higher providers.
