RU is finally cheaper than COM ... but for some reason this does not please

This morning I received a letter from RU-CENTER , in which it was reported about tariff changes. I went to the link and found that the cost of registering a domain in the RU zone finally became lower than registering a domain in the COM zone. But this did not happen because the registration in the RU zone became cheaper, the registration in the other zones just went up.
