Problems of Internet access in small towns

I thought about the topic of the Internet in small cities. And small networks.

Our city is small, ~ 200-300 thousand people of the population, ADS provide 2 offices that clearly divided the city in half. Each office keeps its telephone exchange, and the Internet itself provides it only on its numbers. There are 2 more or less large local networks, but they have a small city coverage, and the prices are not much different from ads, the quality of Internet is slightly higher. There is a wire providing Internet on cable TV, via cable modems, but the problem of coverage remains open.

Based on these reflections, the question arose:

We have a situation: "pioneer" network in a small area, about 10 houses. The network has 2 servers / routers distributing the Internet, which is taken over 2 m adsl channels 2 Mbit / s.

It would be desirable: To put the network in order, to formalize everything legally, to conclude an agreement with any of the local provs, for the purchase of an Internet from them in a mass number. And at their prices / channels to distribute the Internet to people.

In general, create a network with blackjack and whores with their own rules, tariffs, services and other things that are possible in the local network.

And the question arises how difficult / easy it is for an ordinary person. And how can this be done in terms of licenses, and which can cost money. Unfortunately, there is no experience in these matters, so I ask advice from knowledgeable people. And as far as it can be profitable, as well as whether this venture has chances for development.

I think these problems apply to many cities in our country.
