Meanwhile, only industry leaders say they are satisfied with the conditions of the upcoming competition. But they note: the price of entering 3G will actually be much higher than announced. According to
Kommersant, the first deputy director of MegaFon, Alexey Nichiporenko, the project’s prospects should be considered based on how well the allocated frequencies are suitable for the development of 3G networks, “because the spectrum conversion will take a lot of time and, apparently, very serious investments”. J'son & Partners analysts estimate the spectrum cleaning at about $ 200 million. “Regional operators simply don’t have such financial resources,” they add. Recall that the size of the license fee declared by Rossvyaz amounted to only 2.64 million rubles (about $ 100 thousand).
The Big Three companies seem to have no doubt that they will become holders of the coveted licenses. However, according to RBC daily, Beskorovainy urged them not to rush to celebrate the victory. The head of Rossvyaz noted that foreign companies with subsidiaries in Russia, as well as consortiums, can apply for an all-Russian license. At the same time, he added that there is a special relationship with the consortia, since "today it is there, and tomorrow all its participants have fled."

In this connection, analysts advise regional candidates to create alliances by submitting collective applications for participation. “Operators receive a license for one of the companies of this alliance and continue to provide third generation services under a license from this company, each on its network,” said Margarita Zobnina, senior consultant at iKS-Consulting, who told Kommersant.
Yesterday the association of companies in such an alliance has already happened. Three regional cellular operators - Tele2, SMARTS and “New Telephone Company” - formed CJSC “Grid Company” and entered it - just to participate in the state tender. The total coverage area of ​​the “Network Company” included 36 subjects of the federation, plus, according to the participants of the CJSC, there are agreements with cellular operators in another 20 regions of the country.
