It's about navigation and interfaces. On the simplest solution to ease the user's life of any browser or interface that uses tabs or windows.
In view of the increase in the information consumed, the services used and some constantly open resources, it is becoming increasingly difficult to find a tab from which you literally just left. And the more difficult, the more tabs. This problem accompanies since acquaintance with Windows and its windows.
The essence of the problem is that as soon as you leave a tab, it immediately becomes absolutely the same as all other inactive tabs (or windows, in the case of Windows). And only one single active tab is highlighted.
The easiest way to show the user where the tab he just left is to select it from the rest. At the same time such selection should not be brighter or “more active” than the active window. And even better, if this selection will, moreover, itself disappear, if it was not necessary.

There are also cases when there are so many tabs that their captions (headers and sometimes fav icons) do not fit on them at all. Here in such a case, highlighting the left tab will become completely irreplaceable.
Small additive (upd)
In Chrome, even the other tabs are already used. Create several tabs and right click on one of them - if you select “close others”, then the others, except the one you clicked on, will start blinking. Only the actinium tab does not flash for some reason. Even if initially click on inactive.
