Data cataloging is a very subtle thing. Enough, difficult (read "impossible") to come to some kind of unanimous opinion about the search results.
No matter how many programs are written, search engines are created, and there will always be a significant number of people who believe that the answers given to him “do not correspond to what he asked for”

And what if you make the search engine obey not only the algorithm, but also the user himself, that is, you and I?

What to do?
1. Leave those issuing algorithms that already exist
2. Integrate into the search results of something like image
3. To give registered users the opportunity to vote for the “suitable” answer (assign it the degree of “best”), or to evaluate its compliance with search results by scoring from 1 to 5
')
Thus, the results of this kind of voting will be considered only within the search query, for example, " cheap loans "
Sites with more votes will go up in the rankings, and sites that receive negative feedback on issuing will go down relative to competitors.

As for protection against responses, this problem has its solutions in contextual advertising and, I think, will find its application here too.
UPD: there is already a similar google
