In late November, the Moscow government was able to assess the benefits of placing state orders on online auctions. The city administration has saved about 213 thousand rubles of budget by placing an order for the supply of stationery and office paper on the

Successful experience prompted the administration of Moscow to put forward for auction more significant "lots". So, on December 5, several auctions were opened for the right to conclude a government contract for the supply of software and servers. For example, the starting price of a contract for the supply of cryptographic information protection software was 431,480 rubles. For comparison: in the already completed bid for the "clerical" contract, the government requested 210 thousand, and concluded it in the end for 135 thousand.
In addition, it was decided to find on the Internet all suppliers of goods and services for which the city administration is ready to pay up to 1 million rubles, said deputy head of the Moscow Competition Policy Department Sergey Zaitsev (source -
AllianceMedia ). According to him, electronic auctions allow to expand the circle of potential suppliers, as companies from all over Russia can take part in them. Another plus of them is a more transparent procedure for placing an order, thanks to which anyone can observe the progress of auctions. "Finally, - said Zaitsev, - there is a reduction in the purchase price for the customer by 25% compared with the request for quotations."

He explained how the purchase price is reduced: the first few bids, as a rule, reflect the willingness that a potential supplier has before the start of the auction. About 3-4 hours after the first bids, the current price reaches a level close to the result achieved during the competition. At the same time, some auction participants cease to make bids - these are mainly intermediaries with large overheads. A further decrease is due to the mere desire of the participants to win, without lowering the price in any significant way. As a result, the price is reduced by another 5-15%, which is an exclusive auction property.
“This property causes the effect of competition and excitement that arises from participants directly during the auction,” added Sergey Zaitsev. “It is important for the organizers to keep it when forming the electronic auction procedure.”
