Direct numbers will return to the cell phone.

Mobile operators will get direct numbers that they have to rent from their “fixed” colleagues. This will happen when the Ministry of Communications and Telecommunications makes the appropriate amendments to the "Rules for interconnection and interaction of telecommunication networks, " Kommersant reports.

According to Boris Antonyuk, the Deputy Minister of Information Technologies and Communications of the Russian Federation, cellular operators will have to obtain licenses for local communications in regions where they want to have number capacity - only after that they will be able to issue numbers to themselves. “Operators will have to build their own local network,” says Sergey Bukrinsky, head of the department of the Federal Communications Agency, to Vedomosti . That is, in fact, companies will have to become fixed-line operators.

According to the senior analyst of iKS-Consulting Margarita Zobnina, the upcoming amendments actually declare the convergence of fixed and mobile networks, which finally positions their operators as direct competitors. “It is not clear what this can give from the point of view of the development of local networks,” says Boris Ovchinnikov, J`son & Partners analyst, “Kommersant.” There are an impressive number of subscribers using direct numbers. ”

However, representatives of the operators themselves do not grumble: “Since about 2 million of our subscribers use direct numbers, we welcome this initiative on the part of the regulator, the introduction of such rules is quite logical,” says Ekaterina Osadchaya, PR manager of VimpelCom . The operator MTS , according to "Vedomosti" has already received a license for local communications in Moscow and is now building a fixed-line network. Megafon is in the process of deploying a similar network in the North-West, but does not intend to build networks across the country, because the demand for direct numbers is mainly limited to Moscow and the North-West.

The support of cell-ins and other initiatives of the Ministry of Communications can be explained not only by their readiness to compete with fixed operators. Part of the reason is that it is in no way profitable for cellular companies to distress VIP customers. As Margarita Zobnina noted in a commentary to Vedomosti, the meaning of direct numbers is already lost, as operators transfer their owners to federal codes. Meanwhile, the owners of direct numbers are the most profitable in the subscriber structure: they bring more than $ 100 per month, while the average bill per subscriber is only $ 8-9 per month. Having lost such an advantage as a direct number, a person can switch to a cheaper rate, explains Zobnina.

Recall, from January 1, 2006, according to the "Rules for interconnection and interaction of telecommunication networks" for mobile operators, there is a ban on the sale and maintenance of direct numbers. The seven-digit numbers of the Big Three subscribers were replaced with double numbers with federal codes, and the cell phone numbers changed the calling procedure in order to keep the short number privilege for subscribers. The call to the direct number is first received by the fixed-line operator, and from there it is forwarded to the mobile. The service became known as “call forwarding” (the former name is “use of a direct city number”). At the same time, the cell phones still lease numbering capacity from fixed operators tied to geographic zones.
