Americans close Russian MP3 stores

The text of the agreement ( PDF ) is posted on the official website of the United States Chamber of Commerce (Office of the United States Trade Representative). Recall that this organization has long been demanding that Russia fight music piracy on the Internet . Representatives of the Chamber of Commerce have repeatedly stated over the past few months that the closure of the website AllofMP3.com will be one of the conditions for Russia's entry into the World Trade Organization. As it turned out now, the Americans were telling the truth.

The published three-page document contains the results of the bilateral talks that took place on November 19 with Russia on accession to the WTO.

Among other things, Russia agreed to fight the production of pirated CDs and DVDs, as well as online piracy (see the beginning of the second page of the document). The list of measures signed by Russia includes the following.

Shut down websites that allow the illegal distribution of music and other copyrighted works. The agreement mentions AllofMP3.com as an example of this kind of site.
Taking forceful measures against such sites, as well as investigating these cases and punishing the companies to which these sites belong.
Russia is obliged before June 1, 2007 to make amendments to the legislation that will prohibit the activities of societies for collective management of rights without the permission of the right holders.
Russia also pledges to bring its legislation in line with the 1996 WIPO standards that relate to copyright works on the Internet.

As you know, the site AllofMP3.com has become a real “icon” of Russian piracy. This site, like many other Russian online stores, uses loopholes in imperfect Russian legislation to sell music by foreign artists without their consent. Unlike its Russian competitors, the AllofMP3.com website was able to gain wide popularity abroad and, according to some data, has already become the second in the world in the list of the most popular online music stores after iTunes .

American lobbyists representing the music industry are well aware that closing down AllofMP3.com alone will not save the situation, because others will immediately take its place. Therefore, the agreement clearly states that Russia should close not only this, but also other illegal MP3 stores, as well as punish businessmen who are engaged in illegal activities.

Representatives of the Russian business commented on the results of this agreement even before its text was published. In their opinion, the anti-piracy obligations of Russia for joining the WTO are spelled out in general phrases, so that they can be easily circumvented. Well, let's see if the Russian pirates will manage to deceive the Americans again. So far, they have succeeded perfectly.
