"Education" is late

In November, the rate of connection of new schools to the Internet within the framework of the national project “Education” has decreased, states Rossvyaznadzor. The Federal Service notes that this is due to the lag of equipment manufacturers - they do not keep pace with the needs of the contractor of the state-owned company RTKomm.Ru . “A serious concern is a significant lag behind the required delivery schedule of one of the equipment suppliers - Borisoglebsky Communication Systems CJSC,” Prime-TASS reports the words of Valery Bugaenko, the head of Rossvyaznadzor.

Bugaenko said that meeting delivery deadlines is the weakest point in the implementation of the national project. Rossvyaznadzor instructed its territorial bodies to conduct operational control over the observance of the weekly schedule of equipment supply. In the meantime, the consequences of the deadlines are as follows: in the Volga and Siberian federal districts without the Internet, 350 and 616 schools, which, according to the plan, should have already had access to the online. At the same time, by the end of 2006, another 3.5 thousand institutions should be connected in the Volga region.

Disturbances in deliveries are also observed in the Far Eastern and Southern Federal Districts, which has led to serious backlogs - 51% and 31% of planned connections must be completed by the end of the year.

But in absolute terms, the plan has been fulfilled and even exceeded. Thus, in October 2006, 8.5 thousand schools were connected all over Russia, which is 0.5 thousand more than the planned figures. On November 16, Rossvyaznadzor made more than 11.4 thousand connection points, which is 64% of the plan for 2006 - this is 1503 schools more than was planned by that date.

Recall that the source of funding for the national project is the state budget of Russia. The contract for the implementation of "Education" worth $ 3 billion went to the telecommunications company RTKomm.RU. The project involves the connection to the Network of 52,940 Russian educational institutions by the end of 2007. By the end of this year, the company "RTKomm.RU", according to the contract, must connect 18,000 educational institutions (schools + orphanage).
