As an ordinary user, I got tired of switching the Russian layout every time for a character set like: [] {} <>, one or two Latin characters, etc. It seems to me that I am not alone in this and decided to share a rather simple way (for Windows).
On Habré the AltGr key was mentioned and that it can be used to enter various special characters. I don't want to create anything, so we swing ready layout (UPD: 404, see below), install, and add the “Russian (AltGr)” layout (Regional and Language Options> Languages> Details)
Everything, now instead of Ctrl + Shift (or Alt + Shift) you can hold AltGr. I hope someone will be useful.

You can make yourself any layout using the free Microsoft Keyboard Layout Creator tool. Everything is very simple there, and even the installer is created automatically.
