Why not create a system in which any user can register by entering his nickname, email and mobile number. A confirmation code will be sent to your mobile to activate your OpenId account.
It remains to make agreements with large portals to use OpenId for registration / login. You can do api.
In this case, spam will be very small and users will be checked, because finding a new "left" phone number is much more difficult than hacking a captcha. You can develop a system of complaints about the user (from bots).

Money can be withdrawn for the provision of services after the base grows.
