The Ministry of Internal Affairs has initiated a bill that increases the responsibility of site owners for the posted information. According to some of its provisions, providers will not be allowed to anonymously enter into contracts for the provision of communication services. In addition, the contract between the provider and the client will be a mandatory clause, which provides for the immediate termination of the contract unilaterally. In order for the item to "work", law enforcement agencies will need a reasoned written decision. In the meantime, blocking "harmful" sites occurs on a call, without documentary reasons.
The Ministry of Internal Affairs claims that the Internet should be regulated as a mass medium, but it is stipulated that there is no censorship. “The legislation has long determined what information can be published in the media, which is not,” said the interlocutors of Rossiyskaya Gazeta from the ministry. “Nobody forbids citizens to sharply criticize any representative of the government, to express their critical opinion on topical issues.” But, according to them, there are a number of specific things for which responsibility is assumed under the articles of the Criminal Code.
