PHP 5.3 alpha 3 released

Changes from the last alpha 1

• Namespaces (documentation updated)
• Rounding Behavior
• ext / msql is removed from the distribution, and ext / ereg now calls E_DEPRECATED warning
• ext / mhash replaced by ext / hash
• PHP now uses cc as the default compiler, instead of gcc
• Many fixes in ext / pdo, ext / soap, the stream layer and other extensions
