Label tag

When do woe-makers learn to use this tag? Everywhere in the project such bloopers:

< form ... >
< input type ="checkbox" .. > , ... < br >
...
</ form >


Seeing this, the user first clicks on the label, breaks off, clicks on the checkbox itself.
Was it the right thing to do?

< label >< input type ="checkbox" .. > , ... </ label >< br >
...
</ form >


Some even hang an OnClick event handler on a piece of text, just to not use the label ... :(
