I heard this phrase in a circle of familiar photographers, and thought it was just a pun. (You could still take pictures with a bucket, a tin can, a saucepan and whatever).
It turns out I was mistaken.

Once, one good man explained to me:
that in every joke there is some joke.
Manual how to make a camera out of a matchbox has flown around most of the entertainment resources of the runet (such as chip. No), but at the same time in Habré there was no mention of anything like that.

Continuing the theme of
self-made photo
cameras I would like to say that a similar approach to photography is much older, and in fact it all began.
This method of photography is called pinhole (pinhole) and is widely distributed in some circles, proving that the fundamental principles do not change. (The prototype pinhole camera was found in Da Vinci’s drawings.)
The pinhole camera can be made from virtually anything. It consists of an opaque container, inside which is on one side a photographic paper or photographic film, and opposite it a small opening.
Everything is very simple: the light enters through the hole and illuminates the photocell. The design of course can be complicated by adding lenses, mechanics and other interesting things, but the fact remains.

In Russian terminology, the term
stenob is still used. As I understand it, which is the same thing.
